Browser zoom vs text zoom. Which is better?

I noticed that some sites have a text re-sizer option in the header. Why not just allow the user to use the browser zoom? Is one better than the other?
Answer
WCAG Success Criteria 1.4.4 states "Except for captions and images of text, text can be resized without assistive technology up to 200 percent without loss of content or functionality". Having a text re-sizer option on your site is not a requirement for accessibility, as all modern browsers offer native support for text zooming (CTRL +/- or CMD +/-).
