Do all videos need a transcript?

Yes. For videos to meet WCAG Level A requirements, an audio description OR a full text equivalent, such as a transcript, must be provided. In addition to the speech part of the video, the transcript must also include full descriptions of all visual information (actions, expressions of actors, etc) and non-speech sounds (laughter, voices off-screen, etc). It should read like a screenplay or a book.
